Frank may have been retweeting, but he obviously found it funny enough to retweet in the first place. And if, as you say, his intent was to mock, I don't see how that's any better. In fact, I would consider it a hell of a lot worse.

It is, in fact, racist for a white person to use nigger, or any variation of the word, to refer to a black person, regardless of whether or not black people are using that word themselves. Many of them are using the word to reclaim it - you cannot reclaim a word that has never been applied to you.

It really doesn't matter at this point. Even if we don't actually know what they were talking about, we found it offensive and problematic. So when someone tells you "this is offensive" "this is racist" you need to step back and accept the criticism. You (a general you, not you specifically) need to step back, think about how that could be percieved wrong and apologize. This is not an easy thing to do, I know from experience, but it's the right thing to do.

The burden is on Frank to make it right and to contemplate the implications of what he said or his friend said.

It doesn't matter what they were doing. Saying that certain black people didn't find the tweet to be offensive doesn't matter, either. (I can say that as a black person that I found it offensive, and I am a pretty invested MCR and Frank fan.) Like the anon said above, a white person shouldn't be using the word in the first place, no matter if it was a joke or not. It had racist undertones and Frank should be called on it.
